Darwin Plus

Darwin Plus is a UK government grants scheme that helps deliver long-term strategic outcomes for the unique biodiversity, the natural environment and improving resilience to climate change within the UK Overseas Territories. It also also provides funding to build capacity through training and education opportunities for UKOT nationals. Part of Darwin Plus is ODA funded to support Overseas Territories Montserrat, St Helena, Tristan da Cunha and Pitcairn Island. This page contains information about Main Rounds 10 onwards and Darwin Plus Local 1 onwards. The UK Government is committed to meeting the reasonable needs of the citizens of St Helena. This bridges the gap between the domestic revenues and the costs of delivering public services on the island such as health and education. This includes bringing in necessary international expertise to provide skills and experience not available on island and maintaining access to the island. The programme also supports work to build St Helena’s tourism offer, attracting investment and realising the benefits of the UK funded airport, within a safe and secure environment.
Overseas Territories Border Security Programme

Through the Border Security Programme, OTs are supported to detect and respond to threats to their borders (physical, invisible and borderless) through the implementation of modern, robust customs and immigration systems, maritime security and cyber security, and have strong internal security processes, capacity and capability to counter cross-border threats to the OTs and the UK. These focal areas are outlined in Pillars 2 and 3 of the Integrated Review Refresh 2023. Additionally, the Programme contributes towards the National Strategy for Maritime Security 2022 under strategic objective ‘Protecting our homeland – work to ensure the security of our borders, ports and maritime infrastructure with Devolved Administrations, Overseas Territories and Crown Dependencies’.

Improving Essential Equipment for aided Overseas Territories

The programme will pay for essential equipment to the islands of Montserrat, St Helena and Tristan da Cunha. This includes essential healthcare screening equipment for hospital use, fire safety and sea rescue equipment as well as a new generator on Montserrat. The programme will ensure the islands are equipped with life safety equipment. In the case of Montserrat, the generator will provide energy supply on the island and is a required due to maintenance and repair of existing generators being no longer commercially viable. These Overseas Territories remains highly dependent on UK ODA support and the specified life safety equipment is not available. This programme will enhance economic development and contribute to the welfare of people on the aided Overseas Territories.
Pitcairn Financial Aid 2023 to 2026

To support the provision of public services to meet the reasonable assistance needs of the people of Pitcairn including health, education and securing sea access, given self-sufficiency is currently not a viable option for this UK Overseas Territory.
Tristan da Cunha Provision of Technical Cooperation and Essential Infrastructure 2026-2029

The objective of the programme is to ensure the basic needs of the islanders are met and support Tristan da Cunha’s long-term economic development. The programme will be split into two components - a technical assistance project and an essential infrastructure project. Technical assistance provides funds to recruitment technical experts for critical roles on Tristan, including medical staff, teaching staff and engineering roles. It also builds in flexibility for pressing needs given the island's remoteness. The essential infrastructure project will provide funding for necessary capital needs.
