UK financial support through HM Treasury to support the strengthening of anti-money laundering/counter-terrorism financing (AML/CTF) systems in developing member countries of the Committee of Experts on the Evaluation of Anti-Money Laundering Measures and the Financing of Terrorism - MONEYVAL. The support will contribute to regional efforts to combat money laundering and terrorism financing through effective implementation of anti-money laundering / counter terrorism financing (AML/CTF) standards in MONEYVAL member countries, with specific support for: Andora, Georgia, and Moldova.

UK Integrated Security Fund (UKISF)

UK - UK Integrated Security Fund (UKISF)

The UK Integrated Security Fund (UKISF) replaced the Conflict, Stability and Security Fund (CSSF), with a wider remit, funding projects both in the UK and internationally to tackle some of the most complex national security challenges facing the UK and its partners. The UKISF combined the CSSF with the National Cyber Programme and the Economic Deterrence Initiative (EDI). The latter tackling sanctions evasion across the UK’s trade, transport, and financial sanctions. Like the CSSF, the UKISF budget includes Overseas Development Assistance (ODA) funds and non-ODA funds.

Good Governance Fund (Phase 3) Eastern Neighbourhood: Supporting Governance and Economic Reform

The Good Governance Fund Phase 3 will deliver demand-led support to governance reforms that allow open societies and economies to flourish. The Good Governance Fund will focus on improving democratic and economic governance, primarily through strategically targeted technical assistance. The Good Governance Fund programme will deliver interventions on a flexible basis, based on identified needs and/or requests from government counterparts or civil society in beneficiary countries (Armenia, Georgia and Moldova) in support of governance and economic reforms. This will support delivery and seek to prevent/reverse democratic backsliding. The Good Governance Fund is part of an integrated portfolio of programmes operating in the Eastern Europe and Central Asia Directorate region and supports the delivery of four National Security Council strategies and the Integrated Review.

Western Balkans – Freedom and Resilience Programme

This programme will address long-term, structural issues across the region, including ethno-nationalist division, and support transparency and accountability in government, as well as underlying society challenges such as discrimination and violence against women and girls. The Programme will comprise a portfolio of interventions in three areas: reconciliation and peacebuilding in conflict-affected communities; empowering women and girls and tackling Conflict Related Sexual Violence (CRSV) and gender-based violence; and strengthening government capacity, transparency and accountability. Programming will be country-led, with Posts able to bid for funds in support of projects in line with their priorities.

Humanitarian Assistance, Recovery and Protection (HARP) Programme

The programme will prioritise humanitarian assistance to the areas of most severe needs, protect civilians, particularly those who may face barriers to accessing assistance, with a focus on gender-based violence and promotion of International Humanitarian Law and prevent the deterioration of households into humanitarian need through preparedness efforts to mitigate impact of shocks.

Effective Governance for Economic Development in Central Asia

EGED will help improve the effectiveness, accountability and transparency of economic policies in Kyrgyzstan, Tajikistan and Uzbekistan. We will support governments in the three countries to generate better data and evidence, use this data for policy design and implementation of up to 15 economic reforms, improved coordination within government, and better engagement with citizens. We will also build the capacity of civil society in the region to hold the governments of Kyrgyzstan, Tajikistan and Uzbekistan to account on select economic policies. Success will be measured through a) increased public sector revenue generated as a result of better policy planning and monitoring; b) better economic policy outcomes helping improve the livelihoods of Kyrgyz, Uzbek and Tajik citizens and c) improved quality of engagement between government and civil society.

UK Hosting of the Berlin Process 2025

Established in 2014, the Berlin Process aims to increase connectivity and cooperation in the Western Balkans, with the ultimate goal of supporting the EU accession of the six Western Balkan countries (WB6): Albania, Bosnia and Herzegovina (BiH), Kosovo, Montenegro, North Macedonia and Serbia. The Prime Minister agreed that the UK will host the Berlin Process in 2025. As the UK resets its relationship with Europe, the Berlin Process will support stability, security and economic growth, combat irregular migration, and tackle gender inequality. This programme will deliver increased UK leadership and stronger relationships with European partners on the Western Balkans, and tangible progress the WB6 on their Euro-Atlantic paths.

Climate, Energy and Water security for Central Asia region

Supporting energy, water, security & climate resilience/adaptation will safeguard the region’s independence & sovereignty and underpin regional prosperity & food security. Enhanced regional cooperation is key to delivering resilience. Promoting a strengthened enabling environment to deliver integrated water & energy planning & management incl. unlocking finance for investment will be delivered through Component 1 focussing on water & energy outcomes. Component 2 will focus on climate outcomes through adaptation, resilience & mitigation measures which support the most vulnerable. Improving regional integrated energy & water management, and delivering improved adaptation, resilience & mitigation outcomes will directly contribute to NSC objectives & the Russia Strategy. These resources are key drivers of instability with potential for conflict across Central Asia region.

Global Compacts on Refugees and Migration Programme (GCP)

The Global Compacts on Refugees and Migration Programme (GCP) seeks to strengthen the multilateral architecture of migration and displacement management by supporting instruments that put into practice the objectives of the Global Compacts on Migration and Refugees. Primary activities will be the funding of two Multi-Partner Trust Funds – one focusing on interventions to promote safer, more orderly, and regular migration. The second will support inclusion of refugee children into national education systems. This development-led approach to displacement is more sustainable than indefinite humanitarian responses. It will provide refugee children better long-term opportunities and support their families to remain where they are currently hosted. The programme is also designed to fund a range of activities aimed at implementing UK pledges made at the 2023 Global Refugee Forum.

Accelerating Education Attainment for Resilience in Central Asia (AEAR – CA)

AEAR-CA supports HMG objectives on Central Asia, and commitment to attainment of education standards to bring SDG 4 back on track, in line with respective government education strategies. The UK is a major contributor to the Global Partnership for Education, already operational in the region. The programme will apply the UK’s comparative advantage of education expertise to: (i) identify catalytic gaps in educational provision and provide targeted support for equitable and quality education, particularly augmenting support to UNICEF as lead on GPE; (ii) provide systemic support to: improve teacher competency; educational quality assurance systems; and English language development across the region with the British Council and Voluntary Services Overseas (VSO); (iii) promote a X-HMG UK education offer built on evidence/learning, with education (including English language skills) being an enabler for economic/social development and a counterbalance to Russian influence in the region.
