Fleming Fund - International Centre for Antimicrobial Resistance Solutions (ICARS) Grant for Caribbean Antimicrobial Resistance (AMR) Research and Innovation Project

This is an Official Development Assistance (ODA) funded UKaid project from the Department of Health and Social Care (DHSC)’s Fleming Fund which helps to fight antimicrobial resistance (AMR) in low- and middle-income countries (LMICs) where the burden of drug-resistant infection is greater. Working in joint partnership with the International Centre for Antimicrobial Resistance Solutions (ICARS) and the International Development Research Centre (IDRC), this project seeks to strengthen the evidence base for AMR action within the One Health* landscape of the region by: (1) Assessing gaps in regional AMR research and policy initiatives, stakeholders’ priorities and evidence generation opportunities; (2) Strengthening and building quality improvement capability and capacity, with an emphasis on surveillance, prevention and response to AMR using a One Health* approach; and (3) Supporting the establishment of an AMR Centre of Excellence in the Caribbean, enabling multi-disciplinary AMR research partnerships and multi-sector networks. Activity will be delivered in collaboration with institutions, researchers, policy experts, clinicians and One Health* actors across ten ODA-eligible Caribbean countries and territories. (*One Health is an integrated, unifying approach that aims to sustainably balance and optimise the health of people, animals and ecosystems. It recognises that the health of humans, domestic and wild animals, plants, and the wider environment (including ecosystems) are closely linked and interdependent.) This project was not put out to an open, competitive tender process because the implementing partner was assessed as having a unique combination of a strong track record of delivery, thematic and geographical expertise, legitimacy and a sustainable delivery model . This was not replicated by any other organisation at the time of award.
Fleming Fund - Caribbean Antimicrobial Resistance Alliance (CARA) Project (UKHSA and CARPHA)

This is an Official Development Assistance (ODA) funded UKaid project from the Department of Health and Social Care (DHSC)’s Fleming Fund which helps to fight antimicrobial resistance (AMR) in low- and middle-income countries (LMICs) where the burden of drug-resistant infection is greater. The Fleming Fund is working with the UK Health Security Agency (UKHSA) to deliver the Caribbean Antimicrobial Resistance Alliance project (CARA) grant in partnership with the Caribbean Public Health Agency (CARPHA). UKHSA will partner with CARPHA to strengthen AMR surveillance, laboratory, and health workforce capacity across its three Regional Reference Laboratories, for the primary benefit of ten ODA-eligible CARPHA Member States. The CARA project also supports a diagnostic AMR solution for Montserrat, an ODA-eligible UK Overseas Territory in the Caribbean. This project was not put out to an open, competitive tender process because UKHSA is an executive agency of DHSC with a mandate to deliver on pandemic preparedness and therefore exempt from the tender process as it is within DHSC’s body of expertise.
Fleming Fund - International Development Research Centre (IDRC) Grant for Caribbean Antimicrobial Resistance (AMR) Research and Innovation Project

This is an Official Development Assistance (ODA) funded UKaid project from the Department of Health and Social Care (DHSC)’s Fleming Fund which helps to fight antimicrobial resistance (AMR) in low- and middle-income countries (LMICs) where the burden of drug-resistant infection is greater. This project was not put out to an open, competitive tender process because IDRC is uniquely qualified to lead this project through its three areas of expertise, which no other organisation had at the time of award: the ability to deliver AMR research and development focusing in low- and middle-income countries; a physical presence and experience of delivering in the Latin America and Caribbean region; the capability to deliver AMR translational research across a One Health spectrum.
Fleming Fund - Caribbean Antimicrobial Resistance (AMR) Surveillance Strengthening Project (PAHO)

This is an Official Development Assistance (ODA) funded UKaid project from the Department of Health and Social Care (DHSC)’s Fleming Fund which helps to fight antimicrobial resistance (AMR) in low- and middle-income countries (LMICs) where the burden of drug-resistant infection is greater. This project is delivered in partnership with the Pan American Health Organisation (PAHO) and will strengthen efforts to combat AMR across the ten ODA-eligible Caribbean Community (CARICOM) Member States and through Barbados as a regional hub for External Quality Assurance. This will be achieved by enhancing infrastructure and building health workforce capacity in laboratories for the detection and surveillance of AMR, strengthening AMR emergency response and stewardship, and developing AMR data management and digital systems. Through catalytic investment in national systems, these interventions seek to support completion of AMR National Action Plans, increase reporting from the region to global AMR data repositories such as the Global AMR Surveillance System (GLASS) and strengthen use of AMR data to inform changes in policy, regulatory and clinical practice. This project was not put out to an open, competitive tender process because PAHO has a unique position to support in-country AMR activity and a unique mandate to support the Fleming Fund objectives on the implementation of National Action Plans. It is also the only regional office of the World Health Organisation in this area, which has a unique global mandate on human health.
UK Caribbean Infrastructure Fund

As announced by the UK government in September 2015, the UK Caribbean Infrastructure Fund will create critical economic infrastructure including: bridges; renewable energy; ports; water; and sea defences that will increase productivity and resilience to natural disasters and climate change. This fund aims to improve economic development in 8 ODA eligible and 1 ODA eligible Overseas Territory by helping to boost growth and creating jobs across the region.
Caribbean Humanitarian Response Platform

It will deliver one of the International Development Strategy's top priorities: providing lifesaving humanitarian assistance and preventing the worst forms of human suffering and the UK Caribbean Strategy's emphasis on better preparedness and effectiveness in disaster response.

Humanitarian Emergency Response Operations and Stabilisation Programme (HEROS)

The programme will provide humanitarian emergency response operations management and stabilisation support. This programme will enable UK to respond rapidly, at scale, to global humanitarian disasters as well as supporting DFID teams working on protracted crises, chronic emergencies and humanitarian reform. This contract will also provide a flexible model to support the Government’s conflict, stabilisation and security work in fragile and conflict-affected states – both during steady state periods and in response to crises.
UK Expertise for Green Cities, Infrastructure and Energy Programme (GCIEP)

Global Risk Financing Programme [GRiF]

To save lives and reduce the impacts of shocks, like droughts, hurricanes and floods through enabling earlier and more effective response and faster recovery. It provides finance to support governments and humanitarian agencies to use risk financing instruments, like insurance and contingent credit, to access more rapid finance in emergencies, and to strengthen preparedness of local systems for disaster response and recovery. It will focus on disasters, but will develop over time to cover a wider range of risks, including famine.
Catalytic Activities Supporting Climate and Disaster Resilience in the Caribbean (CASCaDe)

This programme will enable a range of tactical activities to support the achievement UK’s Caribbean disaster and climate resilience objectives, specifically work that contributes to boosting sustainability of regional initiatives, offers innovative solutions or technical assistance to address capacity gaps or incentivises other to act. These activities might comprise funding through a multilateral institution or NGO as well as purchase of advice or other services through a local or international service provider including UK expertise or other UK government departments.
ONE Caribbean Fund Facility

to promote sustainable development in the Caribbean by identifying and delivering ambitious initiatives across four areas: (a) climate adaptation, disaster risk management and resilience; (b) citizen security; (c) private sector engagement; and (d) food security. The programme will achieve this through supporting, influencing and leveraging the Inter-American Development Bank’s (IDB) recently launched ‘ONE Caribbean’ regional strategic framework. ONE Caribbean will be directly implemented in the IDB borrowing member countries in the region (Barbados, Belize, Guyana, Jamaica, Suriname, The Bahamas, and Trinidad and Tobago) as well as indirectly implemented in six Eastern Caribbean countries through an agreement in place between IDB and the Caribbean Development Bank (a successful example of collaboration between MDBs).
Economic Development In the Caribbean

This programme will support inclusive economic growth and build economic resilience in the ODA eligible Caribbean countries (Belize, Dominica, Grenada, Guyana, Jamaica, Saint Lucia, and Saint Vincent and the Grenadines) enabling the region to better respond to economic and climate shocks. The programme will have three core pillars: 1) small business development focusing on key growth sectors and diversification; 2) macroeconomic sustainability to generate fiscal buffers and strengthen government capacity in economic management; 3) strategic inclusive economic development interventions, focusing on core policy themes including women’s economic empowerment, social inclusion, skills and data. The main implementing partners include the IMF and the IDB. Caribbean governments will benefit through technical assistance, and businesses will benefit through business advisory support.

Strengthening process for Citizenship By Investment in the Eastern Caribbean

Strengthening risk management processes by which applications are reviewed and understanding of the wider global industry within Eastern Caribbean Citizenship by Investment programmes in order to reduce security risk to the countries running the programmes, to maximise revenues deriving from the programmes and protect against a sudden drop from UK and EU visa imposition and, by doing so, to protect the UK against national security risk.
