Enabling Merit Based Recruitment in Public Administration (Montenegro)
Description
A project to strengthen the merit-based recruitment practices in Montenegro's public administration to enhance the civil service's competence, efficiency, and independence. By addressing the challenges posed by recent amendments to the Law on Civil Servants and State Employees, the project will help create more effective, transparent, and accountable institutions. Through capacity-building, support for refining recruitment procedures, and promoting a culture of fairness, the initiative aims to assist Montenegro’s efforts in streamlining the hiring and retention of skilled civil servants on merit. This, in turn, will foster public trust in institutions and augment Montenegro's overarching political stability and development.
