Description

The Philippines is a nation of approximately 104 million people for whom locally caught fish provide 56% of their total animal protein intake annually. Increasing the supply of affordable, edible fish is vital for improved nutrition and food security. Yet some estimates indicate that illegal, unreported and unregulated fishing (IUUF) is depriving the Philippines of fish stocks valued at $1bn-$2bn annually. Project Verumar tackles this problem head-on. It supports the Philippine Government in conserving and sustainably using their oceans, seas and marine resources. This is achieved by integrating and working in concert with the Bureau of Fisheries and Aquatic Resources (BFAR) and other stakeholders to scope and introduce new satelliteenabled capabilities. These enhance fisheries management and enforcement activities, and directly enable illegal fishing to be countered with improved efficiency. In addition, the project undertakes capacity building to impart the latest remote sensing skills and techniques to ensure that the impact of project Verumar is enduring, while also embedding the Philippine government’s forward-thinking gender equality principles and policies across the project, ensuring women’s full and effective participation and visibility. Supporting work areas are developing options to sustain the impacts which are being realised under the IPP, exploring and initiating further international partnership opportunities and ensuring effective communications such that knowledge developed during the Project Verumar IPP is highlighted to key audiences in the wider space and development sectors.

Objectives

The project will develop a satellite-enabled, machine-learning solution that will support the Philippine partner Bureau of Fisheries Aquaculture Resources (BFAR) with the identification of illegal and unregulated fishing and management of fisheries. This will reduce overfishing in Philippine waters and make the national fishing grounds more sustainable and productive in the long term. By delivering an improved and fully integrated monitoring, control and surveillance system, the project will enable the targeting of specific interventions to provide immediate value at the strategic and operational level to BFAR. As the main international partner, BFAR will also act as the conduit for information, intelligence-sharing and action allocation to a broader network of associated local partners.
