Description

SPIRIT aims to enhance the capacity of Ukraine’s social protection system to better meet the needs of the most vulnerable with more inclusive, effective, and resilient social protection programmes. Under Outcome 1 (National), this will be achieved through the establishment of a Project Management Unit (PMU) for reforms; coordination, evidence generation and advocacy activities; and operational pilots. Overall, Outcome 1 will include support to establish the foundations for evidenced-based reform and improved coordination across the Government of Ukraine, International Financial Institutions (IFIs) and key development actors in line with the Ukraine plan and broader sector priorities. This may include support to accompany key reforms in the areas of social protection benefits and services, social inclusion and capacity coordination. Under Outcome 2 (Local), a small-scale grants (SSG) mechanism will be established to support the most vulnerable families with children and to mitigate the risk of child separation from caregivers in Better Care priority Oblasts, notably Volyn, Kharkiv, Kyiv, Zhytomyr, Zakarpattia, Lviv, Khmelnytskyi, Poltava, Dnipro, and Chernivtsi regions. The potential of different types of social service providers will be activated through the SSG Initiative established in partnership with the MoSP of Ukraine and National Fund for Social Protection of Persons with Disabilities, which serves as the Ministry’s ‘Purchasing Agency’. This will be achieved through the provision of support to, at least, 100 community-based social service providers/civil society organizations through the provision of grants and capacity building in the target regions, in order to both improve access of at least 10,000 families with children to community-based social services whilst also building local marketplaces of social service providers.
