Description
International consensus is growing that climate change solutions must start in the land use sector. The Paris Climate Change Agreement has now been ratified by enough countries to enter into force, business and community leaders are committing to deforestation pledges in increasing numbers, and jurisdictional leaders are taking a leadership role on sustainable land use and agriculture. The Investment in Sustainable Land use programme addresses a key missing element – a pipeline of bankable investments in forests and sustainable land use. The programme is focused on convening companies and governments, building support for demand-side measures and generating momentum for improved enabling conditions), and the engagement of the technical assistance facility (TAF) management contractor, DFID aims to catalyse increased private investment in sustainable forestry and ‘zero-deforestation’ agriculture. The TAF, managed by Palladium and McKinsey & Company is termed Partnerships for Forests (P4F). The P4F has prepared a strategy for results monitoring and learning at the project and programme levels (P4F MEL Strategy). The LTS consortium acts as the evaluation manager. In this role, we work in a coordinated manner with P4F, DFID and relevant actors and stakeholders to create a fully coherent, overarching evaluation and learning framework, in which the programme’s objectives are translated - through a theory of change - into a validated planning and reporting structure from which evaluation questions, and associated indicators, can be formulated.
