Description
The International Security Sector Advisory Team (ISSAT) was officially created within DCAF – the Centre for Security Sector Governance on 8 February 2008. It is one of DCAF’s four departments and forms part of the multi-dimensional approach that DCAF has supporting Security Sector Governance. ISSAT was set up in recognition of the need to increase the capacity of the international community to support Security Sector Governance/Reform (SSG/R) processes, to enhance the effectiveness and quality of SSG/R activities, and to facilitate the coordination and coherence of the international community’s support for nationally driven SSR procedures.
Target Groups
ISSAT works with 23 - 16 bilateral and 7 multi-lateral partners. The core partners (these include Austria, France, Germany, Ireland, Netherlands, Slovakia, Sweden, Switzerland, and UK). Multilateral partners include the African Union, the European Union, OECD, OSCE, the United Nations. These partners are our principal collaborators. ISSAT's advisory services, outreach and knowledge products and professional development and training offerings are catered to the needs and demands of these partners.

ISSAT’s goal is to reinforce and improve the way in which our GBMs individually and collectively support S&J development. Given the diversity of our GBMs’ needs, we achieve our operational goal through tailored individual assistance, as well as facilitating better coordinated approaches between and within GBMs through maximising our convening power and partnerships across our GBMs. This is provided across a range of advisory, professional development and training, and knowledge and outreach services
Objectives
ISSAT provides an annual narrative and financial report to members of its pool fund mechanism (Austria, France, Germany, Ireland, Netherlands, Slovakia, Sweden, Switzerland, UK) reporting against the ISSAT Strategic Results framework. Strongly committed to a One DCAF approach, ISSAT aligns with and reports against DCAF’s overall Strategy, specifically contributing to objectives (2) assist international actors in developing and implementing their SSG/R support policies and programmes and (3) contribute to international policy development through applied policy research and by transferring knowledge that facilitates the development of norms, standards, and good practices related to SSG/R.
