Description

The GGF Managed Fund provides rapid, responsive, relevant technical assistance and capacity building support to Ukraine. The GGF programming framework sits within the wider policy framework of UK ODA. The primary object of the GGF is ‘to build resilience in Ukraine by providing support for domestic reform agendas which reduce corruption, promote transparent and accountable institutions, and build open, inclusive economies and societies. While other donors are active in Ukraine, there is a clear need identified by government partners, other key stakeholders, and donors, for fast, responsive, flexible technical and other assistance to unblock reform. GGF has the capacity, structures, and operating model to allow the Managed Fund to decisively step in to respond to reform opportunities and complement the larger programmes of other donors. Many donors’ programmes operate over longer time periods and cannot rapidly adjust to changing priorities. The GGF is designed to respond to these evolving priorities, step in rapidly, scale up or scale down as necessary, and focus on delivering with a view to securing longer term support from donors with larger budgets.
