The programme is implemented through the State Bank of Pakistan (SBP). The programme has focused on supporting institutional and regulatory reforms necessary for financial sector development, culminating in the National Financial Inclusion Strategy and implementation of key projects within that. In addition, it has also provided funds for guarantee schemes which guarantee partial repayments to lenders if the borrower defaults. The facilities reduce the risk to lenders of lending to individuals and businesses which they would otherwise consider as too risky.
