Evaluation of FCDO's Gender-responsive Social Protection programme

Ecorys has been commmissioned by the FCDO to conduct an independent evaluation of the Gender-Repsonsive Social Protection programme, in coordination with UNICEF and the World Bank. Ecorys will carry out an independent assessment of the performance of the programme, and its contribution to desired outputs, outcomes and impact. The evaluation will focus on the systems change result from the GSP programme workstreams and support learing on the contributino of research, TA and knowledge exhcnage to improving gender focused-social protection policy, deepening the global evidence base on GSP, and ensuring robust monitoring.

DFID Performance Evaluation for the UK Aid Match II Programme

Ecorys UK

The purpose of this performance evaluation of the UK Aid Match II programme is to investigate two assumptions which the programme’s theory of change is built upon: that the programme leads to a wider and more diverse constituency of the UK public engaging with international development issues, leading to greater engagement and demand for transparency and accountability; and that the programme leads to increased public funding available to CSOs by matching donations from individuals. The evaluation is a learning opportunity, and will strengthen DFID’s work with civil society partners. Ecorys UK, with our evaluation partner IPSOS Mori, will develop evidence to test these assumptions using a theory based evaluation approach and will evaluate the programme using cutting edge quantitative evaluation techniques (randomised controlled trials) as well as other leading evaluation techniques to evaluate the impact and efficiency of the programme in reaching its objectives.

PO 8549 Independent Monitoring and Evaluation of DFID's African Union Support Programme

Ecorys UK

The African Union Support Programme (2018-2021) builds on a previous phase of programming which ran from July 2014 to December 2017. As part of its goal to develop deeper partnerships with key African institutions, DFID is providing the African Union Commission (AUC) with £5 million over a three year period to deliver on shared UK-Africa priorities in the areas of trade, migration, electoral assistance and conflict prevention and response. Ecorys was commissioned by DFID to undertake an evaluation of the AUSP in August 2019. The evaluation will assess programming from July 2018 to April 2021, addressing four core objectives: 1. Assess the capability and capacity of the AUC to consistently follow through on its policy commitments across the programme’s three priority areas 2. Set realistic success metrics that the evaluation can measure progress against 3. Provide a performance evaluation and qualitative assessment of the benefits of interventions under the programme 4. Undertake bespoke action research, with a primary focus on identifying gender-related elements under interventions and assessing the impact of the programme on these.

CSSF: Provision of Monitoring, Evaluation and Learning Services for the CSSF Western Balkans Portfolio

The CSSF Western Balkans intends to follow a model adopted by other CSSF reginal offices and programmes of procuring a multi-year third party MEL contract to support the region's growing requirements. PO7805 - Khyber Pakhtunkhwa Education Support Programme (KESP) – Performance and Process Evaluation

The Khyber Pakhtunkhwa Education Sector Programme (KESP) supports the Government of Khyber Pakhtunkhwa (GoKP), Pakistan, to deliver equitable access to better quality education across the province of Khyber Pakhtunkhwa (KP). In particular, it aims to improve learning outcomes for all children, especially girls and other marginalised children The purpose of this project is to determine how well the programme has performed but also about what sort of education sector support works to improve education systems, what the relative contribution of different components of DFID support has been, and what the unintended effects of these programmes, if any, may have been. This learning is mainly relevant to Pakistan but could be applicable in other contexts too. This would help DFID and partner governments design better education programmes. An independent evaluation will also enhance DFID’s accountability to stakeholders, including UK taxpayers, for how well the programme performs and the value for money that it represents. The evaluation will look at the overall performance KESP and its contribution to towards the achievement of the logframe and ESP goals. DFID is interested in evaluating the entire programme to capture how the various components (sector budget support, technical assistance and infrastructure) and strands (teaching and learning, better school facilities, equity and access, and management) of the programme contribute to the final outcome and what linkages between components as well as strands work best to produce results.

DFID Nepal Support for the Economic Empowerment of Women & Girls

The DFID Nepal Support for the Economic Empowerment of Women & Girls is designed to develop solutions to the structural barriers that prevent women and girls from engaging freely and productively in the economy. The project design anticipates four components: 1) LEARN - generate evidence and drive capacity building on women's economic empowerment (WEE) in Nepal; 2) DELIVER - support economic empowerment of women and girls through a Challenge Fund to private sector; 3) REACH - maximise outreach and impact through savings groups and cooperatives; 4) TRANSFORM - support a more enabling environment for women. The project will deliver technical assistance across the four components and manage programme funds for the provision of grants (to local CSOs/NGOs and cooperatives).

Multilateral Strategy (MuSt) Impact Evaluation

Public Finance and Tax Department (PFTD) Review Acquisition

Ecorys has been commissioned to undertake an independent review of FCDO's programming on taxation. The objectives of the review are to: • Describe the degree to which the programming portfolio has performed as expected, highlighting where it has performed well and where it has not met expectations. • Describe the impact so far of the programming portfolio and the degree to which impact level results are attributable to the PFTD’s efforts. • Provide an index of evidence that supports findings about PFTD’s achievements and failures regarding the contribution of FCDO’s tax portfolio to strengthening tax systems in developing countries. • Provide lessons on implementation processes; identifying initiatives that worked well and those that failed to meet expectations; and detailing how well PFTD programme partners have interacted/collaborated with FCDO country office bilateral tax programmes.

Research on Improving Systems of Education (RISE)

RISE aims to change the way that leading education policymakers and practitioners understand how education systems work, enabling them to make strategic, prioritised and impactful decisions around education reform. RISE research in seven ODA eligible countries is generating cutting edge evidence on what works at scale to improve learning outcomes for all, including marginalised girls. RISE produces innovative ideas, data and research as global public goods, as well as new tools and approaches (such as system diagnostics) that can be used across multiple low- and middle-income countries with particular impact for developing/ODA eligible countries. RISE's country teams are directly supporting country governments as they reopen education systems following Covid-19 school closures, and RISE have published new research on the long term impacts of such closures. RISE directly delivers on the manifesto commitment on girls' education.

Stopping Abuse and Female Exploitation (SAFE) Programme Zimbabwe

The programme will prevent and respond to the most severe types of gender-based violence in Zimbabwe, including child marriage and modern slavery. The programme will deliver community-level projects to (1) prevent violence by changing harmful attitudes and behaviours towards women and girls, and (2) respond to violence by increasing access to services for survivors. This will empower communities to protect women and girls’ safety, rights and choices, leading to improved development outcomes and reduction of child marriage and modern slavery. The programme will also improve the availability of and implementers’ capacity to use evaluation evidence, research and data to optimise impact, value for money, and targeting in programming.

Programme to pilot the use of Development Impact Bonds - a new payment by results tool - to achieve development outcomes (DIBs Pilot).

This programme will pilot Development Impact Bonds (DIB), a new business model for tackling complex social problems in international development by financing programmes on a Payment by Results basis. This work will look at building the evidence for the suitability of DIBs in improving the efficiency and effectiveness of development programmes in areas including income generation, health and disability, by supporting a small number of projects designed by other donors or delivery partners where this financing structure is desirable and feasible. Evidence generated through the pilot will help us to understand when DIBs may be an appropriate commissioning tool, how they can be designed to support providers to innovate and deliver better outcomes, and the costs and benefits of using DIBs.

Strengthening Public Financial Management in Tanzania

It will also support research and policy advocacy think tanks working on economic governance issues. Gender-Responsive Social Protection

To enhance outcomes for women and girls from social protection systems, DFID will generate high quality research and evidence on what interventions are most effective, and provide advisory services and resources to DFID and partners such as the World Bank and UNICEF. This will allow them to design, implement and monitor and evaluate social protection systems that deliver improved results for women and girls. This will reduce poverty, improve access to education and health, reduce violence against women and girls, and improve economic opportunities for the poorest and most marginalised women and girls, contributing to SDG 1 (end poverty) and 5 (gender equality). The programme will work in both stable and fragile contexts, and will have a particular focus on strengthening outcomes for women and girls with disabilities.
