Africa Regional Department: Third Party Monitoring

DFID’s Africa Regional Department (ARD) is the third largest spending department in DFID’s Africa Divisions, with a resource budget of £160 million for 2019/20. ARD operates programmes across a number of African countries, at the pan-African, regional or sub-regional levels, through a complex set of regional partners. ARD’s country footprint includes some of the world’s most fragile and poorest countries facing protracted humanitarian crises, across the Sahel and in the Central African Republic (CAR). The new DFID-FCO Joint Sahel Department (JSD) has a budget of £45m in 2019/20, and was established in November 2018. Until then, DFID programming covering the Sahel region were part of Africa Regional Department’s portfolio. Oversight of these portfolios has been identified as a key risk due to lack of DFID/JSD presence in many countries where ARD and JSD programmes are delivered, and a substantial portion of delivery taking place in insecure or inaccessible locations which limit scope for staff to monitor delivery through field visits. This makes it difficult for ARD and JSD to assure the quality of data reported by partners on the delivery of programme activities and results. DFID has engaged Coffey to provide third party monitoring (TPM) services to support the verification of programme monitoring in the Africa region across its portfolio of humanitarian, conflict, water, energy, climate change, trade, organised crime, and agricultural development programmes. The purpose of the TPM contract is to provide timely, relevant feedback on the quality of results systems, data and partner delivery that can be used by ARD and JSD staff and implementing partners to drive improvements to programme delivery and reporting, and to provide ARD and JSD with a higher level of assurance in what is delivered and achieved through the portfolios. It serves both learning and accountability functions.

Security and Stabilisation Department (SSD-OCSM)

OCSM’s Security and Stabilisation Department will increase the UK’s effectiveness in preventing or reducing conflict through a) the application of stabilisation principles and b) applying security sector reform (SSR) best practice. This includes developing a UK unique selling point (“USP”) on state reconstruction and acting as a convening power for HMG on all aspects of SSR policy and practice, including disarmament, demobilisation and reintegration (DDR) and defection. The Programme will deliver a facet of the UK’s conflict prevention, management, and resolution agenda, as set out in the Integrated Review to reduce the frequency and intensity of conflict and instability, to alleviate suffering, and minimise the opportunities for state and non-state actors to undermine international security. The SSD incorporates two important areas of the conflict agenda where we can bring significant added value for HMG and internationally: Stabilisation, and Security Sector Reform.

The UK Vaccine Network has identified a range of human diseases with epidemic potential in low and middle income countries for which the development of Vaccine Products is a priority. The Department of Health and Social Care is collaborating with Innovate UK (an arms’ length body of the Department of Business, Energy and Industrial Strategy) in running this competition. Innovate UK has considerable expertise in running competitions of this nature. The competition was open to all organisations that were able to demonstrate that their product or work has a realistic route to market, whether in the short or long term, and is primarily for the benefit of low and middle income countries. Successful projects were awarded a research contract wholly funded by the Department of Health and Social Care and administered by Innovate UK. The Department of Health and Social Care made up to £35 million available to run the competition and fund the successful projects.

UK Vaccine Network - MRC/BBSRC Intramural Centre Vaccine Development Projects

The Department of Health and Social Care collaborated with the Biotechnology and Biological Sciences Research Council and the Medical Research Council, both arms' length bodies of the Department of Business, Energy and Industrial Strategy, in running the 2016 competition which aims to support vaccine research to tackle UKVN-identified priority pathogens. This competition was wholly funded by Official Development Assistance and therefore projects must be primarily for the benefit of LMICs. The successful projects are being managed by the National Institute for Health Research. The Department of Health and Social Care made around £12 million available to fund six successful projects.

UK Vaccine Network - One Health Vaccinology Competition

The former Prime Minister established the UK Vaccine Network in June 2015 to ensure that the UK was at the forefront of the global fight against future disease outbreaks. The UK Vaccine Network has identified that many pathogens of epidemic potential are zoonotic (having both human and animal hosts) and therefore a One Health approach is essential to tackle these diseases. The Department of Health and Social Care has collaborated with Biotechnology and Biological Sciences Research Council (BBSRC) (a non-departmental public body principally funded through the Science Budget by the Department of Business, Energy and Industrial Strategy, BEIS), to run a research competition to support One Health Approaches to Accelerate Vaccine Development. This call was wholly funded by ODA and therefore the primary purpose of all funded research must be to support the economic development and welfare of countries on the Development Assistance Committee list. Five successful projects were awarded a research grant by BBSRC, wholly funded by the Department of Health and Social Care. Just under £5.5million funding was made available to BBSRC to fund these successful projects under the provisions of the International Development Act 2002. These projects are managed by BBSRC.

The 2050 Calculator is a revolutionarily open, transparent and interactive energy model, which was originally developed by the Department of Energy and Climate Change (DECC) (now part of BEIS -the Department for Business, Energy and Industrial Strategy) to help the UK Government plan the country’s low-carbon transition in an evidence-based way. The model allows users to try out different options for reducing emissions and to build a pathway that meets the UK’s 2050 target using an online “webtool”.

The UKVN also advised that research to improve vaccine manufacturing should be a priority. The Department of Health and Social Care collaborated with the Engineering and Physical Sciences Research Council (EPSRC) (a non-departmental public body principally funded through the Science Budget by the Department of Business, Energy and Industrial Strategy) to run the Future Vaccine Manufacturing Research Hub competition. The competition was open to all eligible research organisations that could demonstrate that their work would contribute towards Vaccine Manufacturing Research specifically for the benefit of LMICs. £17million of funding was made available to EPSRC to fund two successful projects. This funding was provided under the provisions of the International Development Act 2002.

The call was open to all eligible researchers that could demonstrate that their work was within the scope of the call and would positively support the welfare and economic development of countries on the OECD DAC list. The Department of Health and Social Care made up to £5 million available to run the competition and fund successful projects, under the provisions of the International Development Act 2002. Five successful projects have been awarded a research contract.
