Tackling Deadly Diseases in Africa Programme (TDDA)

The Tackling Deadly Diseases in Africa Program (TDDAP) aims to save lives and reduce the impact of disease outbreaks and epidemics. The programme addresses weak public health services, surveillance, cross-border coordination, communication, behaviours and infrastructure affecting the spread of disease. Delivered by WHO/AFRO, DAI and a third-party monitoring supplier, TDDAP will strengthen health systems and institutions, including the World Health Organisation Africa Regional Office (WHO/AFRO), to deliver better health security, and improve disease preparedness and response. Although DAIE holds the Head Contract with DFID, DAI Global Health is responsible for implementing the four-year TDDAP Project, a segment of the larger programme, funded by the U.K Department for International Development, in six countries (Cameroon, Uganda, Côte D’Ivoire, Niger, Mali, Chad). The TDDAP Project will also provide an emergency response contingency mechanism should a pre-crisis situation arise across sub-Saharan Africa.

Private Enterprise Programme Ethiopia

PEPE will support private sector development, through improving firms’ access to finance and addressing market and government failures in identified value chains following M4P methodology. PEPE will be implemented through 2 components:1) Access to Finance. The access to finance pillar is expected to achieve the outcome of increasing investment levels in the Ethiopian economy, particularly for growth-oriented SME. 2) Priority Sector. The priority sectors pillar is expected to achieve the outcome of increasing returns on investment (productivity) and investment levels in the identified sectors (live stock and leather, cotton and textile,horticulture). In both pillars, particular priority is given to supporting economic opportunity for women and “greening” growth.

Market Development in the Niger Delta
DAI Europe
Market Development Programme for the Niger Delta (Nigeria MADE) will increase the incomes of 150,000 poor people in the nine states of the Niger Delta, 50% of whom will be women. The programme will be in design and implement phases over 4.5 years. Using a market development approach, the project will precipitate changes in 4-6 product or service markets in Niger Delta value chains, including smallholder palm oil processing and outgrower schemes with palm oil estates, aquaculture, fish smoking, agricultural input supply and vaccination of poultry in rural areas. There will be a special focus on gender. It is hoped that the corresponding economic growth will help to mitigate conflict in the Niger Delta.

Promoting Inclusive Markets (PIMS) in Somalia

Land Investment For Transformation

The project purpose of the Land Investment for Transformation Programme (Ethiopia) is to increase land tenure security through second level land certification (SLLC) and improved rural land administration systems, maximising benefits to small holder farmers through to a Making Markets Work for the Poor (M4P) component, in the four states of Oromia, Amhara, Tigray and the Southern Nations, Nationalities and Peoples Region (SNNPR). At the national level the project will work with the Government to ensure the transparency of land allocation, commercial land investment procedures and other policies and procedures are consistent with international good practice and human rights commitments. Policy Development Facility Phase II

The Policy Development Facility Phase II (PDFII) is a £ 13.2 million flexible, rapid-response facility set up to support ‘champions of change’, to implement economic and social policies that lead to poverty reduction in Nigeria. PDF II began operations on 1st April 2015 and will run for five years, through to 31 March 2020 PDF II works primarily at the federal level (and potentially at the state level) supporting ‘champions of change’ who are primarily Ministers. Support is also provided to relevant National Assembly Committees, non-government actors such as NGOs and CSOs who pursue implementation of social and economic pro-poor policies.

The support has two main objectives: 1.to strengthen the capacities of Liberian institutions with roles in the forest sector to enable them to meet their responsibilities as set out in the VPA; and 2. to ensure efficient and effective coordination of all VPA actors until Liberian institutions gain the necessary capacity to do this independently.

Partnership to Engage, Reform and Learn (PERL) - Pillar 1 - Accountable, Capable and Responsive Government - ARC

The Nigeria Public Sector Accountability and Governance Programme (PSAG), a five-year DFID-funded programme, will support the development of stronger public sector accountability to deliver public goods and services required for poverty reduction and growth, including to women and girls by strengthening links between governance reforms and service delivery. The programme was rebranded the Partnership to Engage, Reform and Learn (PERL) during the early phases of inception. PERL therefore responds to the long-term challenge by supporting ‘more accountable, effective, and evidence informed governments, that prioritise the sustainable delivery of public goods and services that meet citizens’ needs’. The programme will be delivered through three pillars. The first pillar, Accountable, Capable and Responsive (ARC) Government, which builds on reforms initiated through the State Partnership for Accountability Responsiveness and Capability (SPARC) and Federal Public Administration Reform (FEPAR) programme, will strengthen processes, practices and capabilities within government to ensure more accountable and effective use of public resources. The Accountable, Capable and Responsive Government Pillar (ARC) will work towards a goal of bringing about accountable public administration, resource management and delivery of public services at the state level, through regional reform hubs and at the federal level.

Supporting Humanitarian Operations in Central African Republic and the Region (SHOCARR)
The MENTOR Initiative
This Consortium-led programme addresses the most acute humanitarian emergency health needs in three of the most vulnerable and conflict affected prefectures in CAR. Assistance to affected populations will focus on the needs of different communities served through each partner organisation in the Consortium. Each NGO brings their specific areas of expertise, and will ensure delivery of a combination of essential services (health care provision, including targeted water and sanitation at health facility level, plus community IEC and community sanitation pilot projects). More than 374,883 people will be able to access quality health services for life threatening diseases, in an environment where healthcare would, without this intervention, be practically non-existent, and will be sensitised on disease prevention and the importance of seeking early and effect diagnosis and treatment. It will also target preventative initiatives to better equip high risk communities to reduce their risk of infection of some preventable diseases.

Nepal Renewable Energy Programme (NREP)

The DFID Nepal Renewable Energy Programme (NREP) seeks to support the Government of Nepal to lead and manage a new National Small Scale Renewable Energy Framework (NSREF) for the off-grid energy sector. It will directly deliver a series of programme activities in line with four objectives: 1. Build the capacity of Government of Nepal to lead and manage the NSREF. The Alternative Energy Promotion Centre (AEPC) will be the main entry point but other relevant institutions may also be considered (such as AEPC regional offices, the Ministry of Energy and the Nepal Energy Authority). 2. Strengthen the capacity of the Central Renewable Energy Fund (CREF) to enable it to manage and spend climate finance. Within this objective up to £500k is set aside for direct transfer to CREF to pilot spending mechanisms. 3. Directly deliver programme activities related to: (i) demand for renewable energy; (ii) supply of renewable energy technologies; and (iii) finance for renewable energy. 4. Generate and share knowledge and research in relation to Nepal’s renewable energy sector. Develop networks of partners working in the sector and facilitate knowledge sharing and learning.

Ghana Western Coastal Region Foundation

This five-year project valued at £8.4 million is to manage the establishment of a world-class foundation focused on helping to build local supply chains, improve stability, and promote inclusive economic development for poor communities in the six coastal districts tied to the oil and gas sector. The project will focus on crowding-in private sector corporate funding from oil and gas companies (Tullow Oil, Kosmos, and Anadarko) and others. The assignment will be divided into two phases, a one-year inception phase starting mid-October to agree the program direction, launch pilot initiatives, and establish operations, followed by a four-year implementation phase. Break points will take place at the end of inception and at the end of year 2 of implementation, after which an evaluation will indicate whether DFID should commit additional funds.
