Description

Under the World Bank Group Evolution reform agenda, Hybrid Capital is one of the proposals to strengthen IBRD financing capacity. The Prime Minister announced conditional UK support for an IBRD capital increase in September 2023, with a key ask that the IBRD continues to stretch its existing resources and deliver on evolution reforms (‘twin track’ approach). A Hybrid Capital contribution is consistent with our ‘twin track’ approach – it would be a down payment on a capital increase, recognising our commitment to growing the size of the IBRD and helping us to shape negotiations around a future GCI, while at the same time helping us to push the Bank to further stretch its existing capital and continue to implement the CAF Review recommendations including on Callable Capital. It will 100% score as a ODA as long as the UK does not take any coupon from the hybrid capital contribution.
