Description

The project is working with the Federal Government of Somalia to develop and improve customs practices according to international and regional standards, leading to growth in available domestic revenues for Somalia and corresponding growth in both government spending and increased trade and investment. Focusing on strengthening customs operations and revenue collection of the Federal Government of Somalia including a modernization of customs regime throughout the country, CowaterSogema, alongside local and regional partners, is working closely with the Revenue Department at the Ministry of Finance, as well as the customs entities at Mogadishu port and airport. The project’s primary result areas are providing support in customs policy and legislative and regulatory reform, working with the customs administration to introduce reforms and improve enforcement mechanisms at major ports and airports, and strengthening the organisational capacity of the customs administration. The project is building capacity in customs enforcement and compliance which includes risk management, anti-smuggling, post-clearance audit and intelligence; investigation and valuation and declaration. A Strategic Plan for Compliance and Enforcement is being developed. Throughout the project, the team is supporting the development and implementation of an integrated change management and communications strategy both internally and externally to help improve the perception of customs reform. Capacity building is being implemented through classroom-based and on-the-job training and mentorship. Identifying and conceptualising the new reports, financial statements, and financial tables, as per ECOWAS guidelines and RBM best practices; Establishing a set of criteria used to compare the different systems implementation options; Preparing the specifications document and the analysis framework; Analysing the proposed software against the analysis framework.
