Global Mine Action Programme 3
UK - Foreign, Commonwealth Development Office (FCDO)
The UK has had an historic role in talking the legacy of landmine and Explosive Remnants of War. We were one of the founding signatories to the Land Mine Ban Treaty of 1997, In the 24 years since then, the UK has supported some of the poorest countries around the world to clear landmines and ERW after conflict, building up considerable knowledge and experience in the mine action sector. UK funding for mine action saves lives, releases land for productive use and helps pace the way for further development programming. Through land mine and ERW clearance, mine risk education activities and capacity development of national and provincial authorities this programme will increase stability and security for people in countries affected by landmines and ERW.
Supporting Economic Empowerment and Development in Palestine (SEED)

This programme will focus on the UK International economic development assistance to Palestine in the areas of water, electricity, access & movement and trade, and fiscal losses and customs. Programme activities will support institutional capacity building and infrastructure development, working closely with the Palestinian Authority and Government of Israel. The overarching goal is to support economic growth and job creation in Palestine.
UK Regional Support to the most vulnerable Palestinians from Gaza and the West Bank (UKRSP)

The “UK Regional Support to the most vulnerable Palestinians from Gaza and the West Bank” programme aims to save lives, reduce suffering and improve resilience during the current crisis and prevent a further deterioration of the humanitarian situation until a more durable political solution is reached. While reaffirming HMG’s ongoing support to Palestinians and to neighbouring host countries, and in conjunction with the OPTs bilateral programme, it will provide humanitarian assistance to Palestinians in Gaza and the West Bank, as well as support for those displaced to neighbouring countries. Given the uncertainty and regional volatility, this programme is designed to be flexible to respond to needs arising.
Public Finance Resource Centre (PFRC)

The PFRC offers technical assistance to ODA eligible countries in the fields of tax, public financial management (PFM) and broader macro-fiscal work, including debt management. The PFRC is intended to mobilise flexible technical assistance more quickly than is currently available, responding to clear demand for such support from partner countries. The PFRC is one of 3 pillars of the UK Centre of Expertise for Public Finance to help partner countries access technical expertise.
Support to the Palestinian Authority to Deliver Basic Services, Build Stability and Promote Reform in Palestine

To support the Palestinian Authority (PA) to meet the needs of the Palestinian people. Funding will enable around 25,000 young Palestinians with access to an education, provide up to 3,700 immunisations for children, and 185,000 medical consultations each year. This will help to build and strengthen the capacity of PA institutions through public financial management reform, and build stability in the region by preserving the two state solution.
Empowering Palestinian Institutions and Civil Society in Palestine - EPICS

EPICS aims to improve the viability, legitimacy and inclusion of governance and service delivery, to protect and support civic space, and to empower women, in the OPTs. It will provide technical assistance to PA institutions across governance sectors, with a particular focus on financial viability and provision of essential services, in order to protect the fiscal viability and legitimacy of the PA in a declining context. EPICS will protect and support Palestinian civic space by supporting CSOs to hold the PA and other local duty bearers to account for governance and service delivery. EPICS will strengthen women’s empowerment, primarily through supporting coalition building among local and grassroots organisations. Through improving PA viability and legitimacy, it will help reduce the drivers of instability and extremism.
UK Humanitarian Support in Palestine.

The “Humanitarian Support in the Occupied Palestinian Territories (OPTs)” programme aims to improve the resilience of households to mitigate the consequences of the protracted protection crisis in the OPTs; save lives during emergency spikes, for example a flare up in violence; and prevent a further deterioration in the humanitarian situation until a more durable political solution is reached.

This involves instances where funding can be utilized to 9 original grant objectives affected by the ODA review, or opportunities for new follow-on, knowledge exchange or impact activities. In either case, the funding is targeted to support research along the route to achieving economic or social impact in countries on the OECD DAC list.

UK Support to Palestinian Refugees(UKSPR) 2022-2028

To provide predictable, multi-year funding to the United Nations Relief and Works Agency for Palestinian refugees in the Near East which will help the Agency deliver basic education including to girls, health services including family planning, vaccines and pre-natal and anti-natal services, relief services and humanitarian aid to more than 5.9 million Palestinian refugees in Gaza, the West Bank, Jordan, Lebanon and Syria.
UK Humanitarian Support in Palestine (2026-2029)

This programme aims to deliver the UK’s high ambition to provide humanitarian support to Palestine, by supporting vulnerable civilians in Gaza and the West Bank and addressing their urgent humanitarian and protection needs. Interventions are designed to save lives, alleviate suffering, and prepare for early recovery where possible, while maintaining flexibility in a volatile context. This aligns to humanitarian principles and the FCDO’s Humanitarian Framework. The programme builds on lessons and evidence from its predecessor, which achieved strong results after being scaled up in response to the war (Oct 23). Based on this learning, we will maximise the impact of our spend by focusing on priority areas, in line with needs and UK expertise. This includes maintaining a strong contribution to the health response.
Palestine Monitoring, Evaluation and Learning - PALMEL

The programme aims to provide a wide range of monitoring, research and analysis services in support of BCGJ’s Country Business Plan. Primarily, it will provide assurance that expected results are being achieved and delivery standards are met. PALMEL’s outputs will improve delivery and inform strategic decisions across our diplomatic and development activities, as well as improve accountability and value for money (VfM). It will support our partners and the wider system to deliver coordinated impact for Palestinians.
