The programme will enable FCDO to strengthen delivery across the Afghanistan portfolio and strategy through enhancing the management of risks, use of evidence and lesson learning. It will optimise portfolio performance and provide a mechanism for greater accountability. It will deliver this through two workstreams: 1. Third Party Monitoring (TPM) of bilateral ODA programmes which will verify the delivery of results, financial flows, compliance with controls and collect beneficiary feedback. 2. Portfolio monitoring, evaluation and learning (MEL) will help understand the combined contributions of our development, humanitarian and diplomatic work towards the goals and outcomes as well as to share learning across the portfolio.
